A bot began heavily hitting the Content Negotiation service yesterday, 18 October, at 23:00 UTC. That traffic to Content Negotiation caused problems for the REST API Polite pool, which, in turn, caused problems with Crossref Metadata Search, Metadata Manager, and Participation Reports. We have blocked that bot traffic and all services have stabilized.
